Olivier Lim
Chairman

Mr. Olivier Lim joined the board in October 2014 and was appointed Chairman of Certis CISCO on 1 February 2015. He brings to the Board many years of experience in real estate, banking, corporate finance, capital management, mergers and acquisitions. He was the Group Deputy CEO of CapitaLand before he left in September 2014 to take a personal sabbatical.

During his tenure at CapitaLand, he held various roles, including Group Chief Investment Officer and Group Financial Officer (CFO), and was named CFO of the Year (for firms with a market capitalisation of S$500 million and above) in the Business Times Singapore Corporate Awards 2007. Prior to joining CapitaLand, Mr. Lim was Director and Head of the Real Estate Unit, Corporate Banking in Citibank Singapore.

A member of the Advisory Board of the Institute for Societal Leadership at Singapore Management University (SMU), he is also a member of the Board of Governors of Northlight School, and a non-executive director of the Anglo Chinese Schools Foundation and Raffles Medical Group. He had previously served as non-executive Chairman of Australand Holdings Limited (ASX listed), Mount Faber Leisure Group, and the Advisory Council for the Singapore CFO Institute and on the boards of various listed companies, as well as the boards of Sentosa Development Corporation and the Accounting and Corporate Regulatory Authority.

Mr. Lim holds a First Class Honours degree in Civil Engineering from Imperial College of Science, Technology and Medicine, London.

Fong Heng Boo
Director

Mr. Fong Heng Boo joined the Board on 1 July 2012. He was the Director (Special Duties) with the Singapore Totalisator Board. He is also a Board Director of four companies listed on the SGX-ST.

An accountant by profession, Mr. Fong started his career with the Auditor-General’s Office and left in 1993 as the Assistant Auditor-General. He was also General Manager (Corporate Development) of a listed company in Singapore as well as the Chief Financial Officer of a listed company in Australia. His other professional experience included membership of Audit Committees of Statutory Boards and Advisory Committees of the School of Accountancy of Nanyang Technological University and Ngee Ann Polytechnic.

Mr. Fong is a Fellow of the Institute of Certified Public Accountants of Singapore (ICPAS). He was a council member of ICPAS and he was awarded a Silver Medal by the Institute in 1999.

Neil McGregor
Director

Mr. Neil McGregor joined the Board on 15 August 2014. He currently holds the position of Group President & CEO of Sembcorp Industries. He is also a director of Sembcorp Industries Limited, Singapore LNG Corporation, Clifford Capital and a Fellow of the Singapore Institute of Directors.

Mr McGregor’s rich international experience includes over a decade spent in Singapore serving markets in the region. Previously, he also headed companies in India and Singapore as CEO, including Singapore LNG Corporation and PowerSeraya Group. Most recently, he was the Head of Temasek International’s Energy and Resources Group, Head of Australia and New Zealand and Senior Managing Director of the Enterprise Development Group.

He is a director on the boards of organisations including National University of Singapore’s Energy Studies Institute, as well as a fellow of the Singapore Institute of Directors.

Mr McGregor holds a BEng (Honours) from the University of Auckland and an MBA in International Finance from the University of Otago in New Zealand. He also completed the Advanced Management Programme at INSEAD, France.

Yap Chee Keong
Director

Mr. Yap Chee Keong joined the Board of Certis CISCO Security Pte Ltd on 1 December 2014. He is an Independent Non-Executive Director of Sembcorp Industries Ltd, Olam International Limited, Citibank Singapore Limited and Mediacorp Pte Ltd.

He is currently a Non-Independent and Non-Executive Director of The Straits Trading Company Limited and Malaysia Smelting Corporation Berhad. He is also a Non-Executive Director of Rahman Hydraulic Tin Sdn Bhd.

Chee Keong was previously an Executive Director of The Straits Trading Company Limited and the Chief Financial Officer of the Singapore Power Group. He has also worked in senior management roles in various multinational and listed companies.

He holds a Bachelor of Accountancy from the National University of Singapore and is a Fellow of the Institute of Singapore Chartered Accountants and CPA Australia.

Khoo Boon Hui
Director

Mr. Khoo Boon Hui joined the board on February 2016. Mr Khoo has more than 30 years of police experience as well as recognised expertise in organisational management.

He began his career in the Singapore Police Force in 1977, after a short stint in the Singapore Armed Forces and was its Commissioner from 1997 to 2010. He also served as President of INTERPOL from 2008 to 2012. After his stint in the Police, Mr Khoo was appointed the Senior Deputy Secretary of the Ministry of Home Affairs from 2010 to 2014. He concurrently assumed the appointment of Director of the Institute of Leadership and Organisation Development, Civil Service College in 2013. Upon his retirement from the Government, Mr Khoo was appointed the Senior Advisor of the Ministry of Home Affairs in 2015 on contract, and a year later was re-designated a Senior Fellow. He is also a Senior Fellow of the Civil Service College and the Home Team Academy.

He is Chairman of the Singapore Island Country Club, the Singapore Golf Association Governing Council, the Deputy Chairman of the Singapore Quality Award Governing Council and also a board member of Singapore Technologies Engineering Ltd, Singapore Health Services Pte Ltd, Ministry of Health Holdings, Casino Regulatory Authority of Singapore and Temasek Foundation.

He is an Advisor to INTERPOL, Singapore’s National Cybersecurity R&D Programme, Standard Chartered Bank UK’s Board Financial Crime Risk Committee, Palo Alto Networks’ Public Sector Council and Oxford University’s Journal of Police. He co-chairs the annual US Singapore Law Enforcement Homeland Security and Safety Co-operation Dialogue with his counterparts from the US Department of Justice and Homeland Security, and is a member of the Global Initiative against Transnational Organised Crime. He was Chairman of Technology Against Crime, the organiser of the International Forum on Technologies for a Safer World, based in France and is the Conference Chairman of Milipol Asia Pacific; and also served on the Independent Commission on the Future of UK Policing, as well as the World Economic Forum Meta-Council on the Illicit Economy. He also chaired the first two ASEAN Senior Officials’ Roundtable on Cybercrime and co-chaired the Singapore Safe City testbed initiative.

Jonathan Popper
Director

Mr. Jonathan Popper was appointed to the Board in August 2018.

He has been with Temasek since February 2013. He currently serves as Managing Director, Investment, with responsibility for investments in the business services sector. He concurrently serves as Managing Director, Structuring & Execution, with responsibility for advising Temasek’s investment teams on mergers, acquisitions, joint ventures and other transactions.

Prior to joining Temasek, Mr. Popper spent over a decade with Morgan Stanley’s Mergers & Acquisitions department in New York and Singapore, where he served as Managing Director and Head of Southeast Asia M&A. Mr. Popper’s experience at Morgan Stanley spanned a broad range of advisory assignments for clients across industries and countries. Prior to joining Morgan Stanley, Mr. Popper was an investment professional at Bassini Playfair + Associates, a private equity firm focused on emerging markets, based in New York and São Paulo.

Mr. Popper is a graduate of Dartmouth College and holds an MBA from the Wharton School of the University of Pennsylvania, where he was a Palmer Scholar. He is a CFA charterholder.

Paul Retter
Director

Mr. Paul Retter joined the Board of Certis CISCO Security Pte Ltd as a non-executive director on 1 November 2018. He brings to the Board leadership and management expertise, as well as significant experience in public service, regulatory compliance, risk management and security.

Mr. Retter was appointed the Chief Executive and Commissioner of the National Transport Commission in July 2013. In this role, he led an organisation whose mandate was to develop, propose and implement national surface transport reforms in Australia designed to improve safety, productivity and environmental outcomes. Mr. Retter completed his tenure in October 2018.

Prior to that, Mr. Retter was appointed as the Executive Director of the Office of Transport Security in April 2006, serving as the Australian Government’s transport security regulator for the aviation, maritime and offshore oil & gas sectors. During his seven years in this role, he worked closely with international bodies to harmonise international requirements related to aviation and maritime security measures.

Mr. Retter’s career highlights include over 30 years in the Australian Defence Force, plus senior public sector appointments at the national level focused on counter terrorism, preventive security, regulatory affairs and national policy reform.

Mr. Retter held a non-executive director appointment with Sydney Night Patrol (SNP) Pty Ltd from June 2016 to March 2018 and was a member of the Certis International Advisory Panel from April to October 2018.

Mr. Retter holds a Bachelor of Arts degree and a Master of Business Administration degree. He is a graduate member of the Australian Institute of Company Directors.

Paul Chong
Director

Mr. Paul Chong joined the Board on 1 November 2018. Mr. Chong is President and Group CEO of Certis. Headquartered in Singapore, Certis is an advanced integrated security services provider with revenues of more than S$1 billion, and a global footprint across Singapore, Australia, China, Hong Kong, Macau, Malaysia, Qatar and the UAE.

Mr. Chong joined Certis as the founding CEO of the current privatised entity in 2004, when Certis was a statutory board of Singapore’s Ministry of Home Affairs. In under 15 years, he has grown the business more than five-fold, and has successfully diversified into new businesses to meet the changing nature of customers’ needs while strengthening the group’s core capabilities. From a single provider of auxiliary police services, Certis is now the leader in the field of advanced integrated security services. Certis has also recently become the third largest player in its industry in Australia.

Prior to joining the commercial world in 1995, Mr. Chong was the Head of Joint Communications & Electronics (HJCE) of the Singapore Armed Forces (SAF). As HJCE, he was the most senior SAF officer responsible for designing, building, operating and protecting the SAF's critical computers and communication systems against adversaries.

Mr. Chong joined SingTel in 1995 as Vice President for Consumer Sales. During his 5-year tenure at Singtel, he was credited for turning around the then loss-making Globe Telecom to become the leading mobile telecom operator in the Philippines. Mr. Chong was also integral to the rollout of the world’s first nationwide broadband network in Singapore. Mr. Chong left SingTel in 2000 to start his own broadband/multimedia company, before joining Commercial and Industrial Security Corporation (CISCO), the predecessor to Certis, in 2004.

Mr. Chong attended Cambridge University (UK) in 1982 on a Singapore Armed Forces Overseas Scholarship, graduating with Honours in Economics and Operations Research. He is also a graduate of the US Army Command & Staff College.
